RISE IN NEW TERROR GROUPS
A new report by the National Consortium for the Study of Terrorism and Responses to Terrorism (START), based at the University of Maryland, pointed to a trend in the rise in the number of new terror groups and a drop in the number of coordinated attacks. Points to consider: The START researchers found that the rising number of new terror organizations world wide, averaging 41 new organizations per year since 2000, but the rate of coordinated attacks has been declining from the previous decade.

In addition the organizations today do not reflect one ideology, but rather, there are new groups representing a wide array of ideological beliefs and particular goals, complicating counterterrorism and anti-terrorism efforts in countries around the world. Consider an Internet posting, by U.S.-born al-Qaeda spokesman Adam Gadahn making a public pitch for smaller, single acts of jihad saying in a video: "Even apparently unsuccessful attacks on Western mass transportation systems can bring major cities to a halt, cost the enemy billions and send his corporations into bankruptcy."
