As I recall, the concept was looked into. Then the laws of physics intervened. Any PFP (Personal Flying Platform) capable of lifting G.I. Joe, and a full combat load would be too large and expensive, and would lack truly useful range. In addition, every Joe would also have to be a rotory-wing certified pilot. (Just run that scenario through your head for a moment!)
