Some of us old dogs been saying essentially the same thing for probably pert near as long as this feller has been alive. The plain and simple truth is that laws only affect the law abiding, the crooks continue to ignore them (that's why they are crooks). Criminologists have known for a loooooong time that 85-90% of crime is committed by 10-15% of the crooks (hint - that's why they are called career criminals). It ain't rocket surgery - three strikes and you should be out but all too often the social engineers think they can be rehabilitated.............

thought that she made it clear that pet deposits were non-refundable, she actually states in
the lease that the entire amount she was charging ($500) was completely refundable! Here is
the language she used:"Tenant shall pay to Landlord a pet deposit of five hundred dollars,
zero dollars of which shall be non-refundable"
